as president obama begins a three-week public relations campaign for the new health care law, another lawsuit was filed against the affordable care act. the university of notre dame filed a religious challenge to the health care overall saying the requirement that health plans cover birth control violates roman catholic teachings. it is among 80 lawsuits attacking the new law on religious grounds. president obama has launched a campaign to highlight the benefits of the new law while republicans continue to attack it. >> this bill was fundamentally flawed. causing people to lose the doctor of their choice, causing them to lose their health plan, and if that is not enough, they have to pay much higher prices at the same time. >> you've got good ideas? bring them to me. let's go. but we are not repealing it as long as i'm president. >> ultimately it will be the supreme court that decides whether employers can offer certain insurance benefits under the law. but that ruling is not expected until well into next year. >>> anonymous approval to include electronic cigarettes around the city's ban on s

new yorker." is this marketing campaign, pr push, whatever you want to call it, exactly what obama care needs or has this already been defined largely by the republicans and by the problems with the website? >> it's actually what health care reform has always needed, and the president has never really got his arms around. so if you look at the polling, it's easily distorted. people say all the time it's been really unpopular. in fact there's never been a clear majority on this question. through the years the numbers have stayed very fixed. people are really unsure what it represents. and if you frame it as obama care, people don't like obama's association with it. but if you frame it in terms of affordable care, the technical name of this law, they like it. they like all the elements of it. so there is a lot for the president and the administration to communicate here. they have not done a good job today and they have to get people to understand what they're trying to sign up for now. >> yeah, the republicans have had a long standing communication strategy of their own which was ju

the earned income tax credit. one way they are doing that is through obama care which provides a new health benefit to low wage workers who don't get insurance through work. part is what is politically attractive, it doesn't have an explicit cost to taxpayers, it pushes the cost on to employers. the problem with any program with a hidden economic cost, it does flow through somewhere. for example, from retailers that have a lot of minimum wage employees and to some extent in the form of lower employment for people with low wages. it would be nice to talk about a broader sweep of policies aimed at increasing a lot of people with low incomes. nobody is willing to talk about things that cost money to the taxpayer. >> i don't want to get in a big debate about the minimum wage today, maybe another time but the research seems to show that there is little to no impact in terms of increasing unemployment. we have natural experiments all across the country with states and localities that have varied levels of the minimum wage. i did want to listen to what the president had to say, bigger picture abou
